A Wizard of Earthsea (1968) is book one. The Tombs of Atuan (1971) is second. The Farthest Shore (1972) ends the original three. Later books assume that first naming. Publication order is the Earthsea order. The later novels change the conversation. They do not rewind it.
What looks newer, and is not first
Tehanu (1990) is a later novel. Read it after the first three. Tales from Earthsea (2001) is stories, after Tehanu if you want them. The Other Wind (2001) closes the published novel run. None of those is an on-ramp.
