Start with The Atrocity Archives for the full Bob Howard climb. Charles Stross also lists The Rhesus Chart, The Nightmare Stacks, and Dead Lies Dreaming as later safe starts. Do not start mid–New Management.
One series, several on-ramps
Stross’s own chronology page gives a TLDR: The Atrocity Archives, The Rhesus Chart, The Nightmare Stacks, or Dead Lies Dreaming (plus A Conventional Boy as a short taster). Early books are Len Deighton–flavored Laundry fieldwork. Mid books remix other fantasy subgenres. New Management novels begin after the agency is already broken.
Retail “book 10” labels on Dead Lies Dreaming are marketing, not a first-visit instruction.
